This important legislation improves the National Instant Criminal Background Check System (NICS) to prevent the sale or transfer of firearms to felons and other individuals prohibited from legally obtaining a firearm. If the proper data was reported to the NICS database it is entirely possible that the recent tragedy in Sutherland Springs, Texas could have been avoided. The Second Amendment is one of the most fundamental rights we have in this nation. H.R. 38 preserves the ability of licensed, law-abiding citizens to exercise their constitutional right to own and carry a firearm for self-defense in any state.”
